Chain Call Forwarding and Voicemail

I need a feature that allows unanswered calls to be forwarded to another phone after 60 seconds, and if that phone is not answered, play a voicemail to the caller. Currently, the system only allows one option for the unanswered state, either call forwarding or voicemail, but not both. It would be beneficial to have the ability to chain these options together for better call management.
